Presentation



I have over twenty-five years of management experience in different environments, notably Information Technology, Educational, and Healthcare services in international private, non-profit, and governmental environments. Most of what I did was develop and implement IT-based plans to achieve strategic goals. I am a creator and advocate for using technology to create and expand educational and healthcare services. I am also a promoter of using new innovative ideas and technology to develop new solutions to problems. Over my many years in the field I have shaped a new way of thinking based on integrating new technologies to create a proven methodology that ensures the continuation and functionality of the organizations. I have demonstrated success in developing, implementing, managing, and maintaining web solutions, databases, programming, cloud services, networking, data analysis, hardware, software, audio visual, and internet technologies. I also am well versed in providing IT support in educational and healthcare organizations. I have excellent management skills that have allowed me to be part of projects where I am the link between administrators, clinicians, teachers, and IT. The projects were generally about integrating new and old technologies in order to produce highly effective and comprehensive systems. I have been responsible for integrating platforms such as IOS, Windows, and Linux/Ubuntu to solve and facilitate the organizational process of educational and clinical services. I am well organized and have a proven ability to develop and implement standards, procedures, and strategies for projects and the department at large. I have also been responsible for writing procedures, quality improvement projects, and compliances strategies. I am a self-started, disciplined, confident, goal-oriented, and creative person. I am also fluent in Spanish and English, and I just got my certification as a Chief Technology officer from Massachusetts Educational Technology Administrators Association (METAA).

Since the early stages of my career I have always been in charge of different programs, from national research projects to the deployment of a high volume of devices. In order to manage these programs I use a variety of tools such as MS Project from Microsoft, Basecamp, Workzone and Clickup among others. With this experience I have developed tools to create my own project management strategy. That strategy can be seen in SIPEICEnet and the Operating Manual at the end of this document.

During several deployments over my career I have developed experience managing IT Staff for the deployment and maintainance of services.

I also have experience managing several technical staff members for building new solutions or managing services with profesional staff like Teachers, Managers, Administrators, and Health Administrators like Psychians, Psychiatrics, Neurologist and BCBA staff members.

The system allowed users to have online sessions using video cameras and allowed for the creation of clinical files. It was also designed to give feedback and follow up to professionals in order to create a collaborative approach to assist the students.

Most of the software solutions that I have developed have also been built for portable devices such as tablets, cellphones, and other mobile devices. I have designed several solutions using portable databases for tracking data for teachers during their lesson plans. MICAS(May Institute Clinical Administration Software) was designed as a database solution for the Administration and management of all the Educational and Clinical strategies of the entire company. This software is able to manage Incident Report Systems, help in the development of IEPs and STOs, Curriculum design, Online training, and solutions for ABA graphs. In 2016 I developed an interactive model using Google Platform to create the Schools for Children Operating Manual, which manages the administration of the school.

SIPEICE is a software I designed that runs on a client version and VPN solution. I created it to manage all the Clinical and Behavioral Interventions needed for Neuro-Behavioral rehabilitation of kids with brain injuries. The system manages the files of clients, including Intakes, Interviews, Clinical History, Neuro, Psychiatry, and/or Psychological evaluations, helping in the development of treatment and graphs for the follow-up. In 2016 I developed the Incident Report System using Google strategies in order to create a webform to report emergency procedures in the classroom.

I had deployed firewalls, modems, access points, managed and unmanaged switches, extenders, and boosters. I have experience managing network protocols such as IrDA, Infrared (Layer 1); ARP, VLAN, IEE 802 WiFi, L2TP for VPNs, PPPoE for the network (Layer 2); IP, IPSEC for encrypted connections (Layer 3); TCP, UDP (firewall side to allow traffic); SMB for files (Layer 5); FTP, SSL, AFP, SSH (Layer6); DHCP, DNS, HTTP, HTTPS, POP3, SMTP, IMAP (layer 7).

In 2019 I had been devoting time to developing a system to manage networks in order to maintain and keep an inventory of the systems. Using Google Sites, Lucidcharts and MS Visio, I created a system where we can see the topography of networks and manage them with live links that connect with devices. Using VPN and Firewalls, we can control different devices from a website operating in the WAN of the organization. I have experience with terminal, putty, network scanners and use them in order to manage the systems and access them directly.

I have completed cabling installation for the network, phones (landlines), IP devices like video cameras, and central power configurations. In 2018, I had been working with Schools for Children to restructure their school's programs for their VOIP, wireless, and LAN network cabling, upgrading from CAT 5 to CAT 6.

I have extensive experience in planning, designing, and installing DVR systems, server management, and maintenance. I have used the systems to do forensics, video training, and create multimedia libraries. During Covid-19 we had to use IP cameras to monitor rooms with students infected that were transitioning home and need an isolated room to stay.

Mobile Deployment

I am experienced in deploying a high volume of a wide range of mobile devices, from iPhones, Android phones, and iPads, among other such devices using Configurator iTunes and Volume Purchasing Programs. I provide support to some locations internationally and manage an environment of almost 300 devices. At Holbrook School District, I developed their MDM solutions for Chromebooks, iPads, portable PCs, and Macs using School Manager and FileWave. For the Chromebook deployment, we use Google console and manage 1800 devices remotely.

I have specialized in how to transfer VPN or client-based solutions to Web-based solutions. Many of the systems proposed are based on creating Database Manager Systems with flat file management, but also I have deployed MySql environments. The development of documentation of sites has been a powerful and invaluable skill I have developed through the years. I have created repositories for documents where all the documentation of the site is available to the IT Support team. I have also built other types of repositories for documentation tracking, which helps the Executive Council, Leadership Teams, Security committees, and other Admin groups. I have deployed and manage PDQ Inventories and PDQ Deployment. These tools were used to manage all the PC labs and the portable equipment on the premises. I developed scripts to manage group policies and other cmd oriented commands to help the administration of the equipment. I set up and manage Remote Desktop Tools in order to allow other technicians and I access to manage equipment remotely and on-site. I set up cloud managers for these tools. Some examples of them are TeamViewer, GoTo Assist, and Meraki MDM. These systems meant that when the Coronavirus Pandemic hit, my systems were already set to be managed off-site and at home, meaning the school district jumped into online classes and an online environment faster than most others.

I deployed, manage, and maintain different Mobile Device Management systems, including Dell Kace, Filewave, and Meraki MDM. These solutions had to be deployed with servers on the premises or on the cloud. For all of them, I developed the development of the patch system, updated software, pushed new applications, managed clusters, and created groups of management for other IT members. I also created scripting to facilitate imports and exports for the management and report features. These solutions were designed to manage PC, iOS, and OS systems, both desktop and mobile devices.

I designed, deployed, and created environments and repositories, so external providers and outsourcing resources could access internal systems securely and with the proper tools to be as fast and independent as possible in order to respond to emergencies or maintenance tasks. I deployed Teamviewer access and VPN technologies to be used in this task. This allows them to review and have the information they need to provide support.

SIPEICEnet is a system that I started developing in 1996, and after several alterations in 2011, I deployed the web version, since then it has been used for several schools and clinics to run their organizations.

This system operates in a web server and provides services to different locations in Mexico. The development contains modules to operate schools, clinics, and online educational-clinical services.

This is a complete solution that manages the vision, mission, and objectives of the organization. It has features for designing curriculums, IEPs, Student Assessments, LMS, and gives parents access to the records on the website.

It has modules for HR, PD, Finances, Food Services, and its administration feature helps with calendars, check lists, onboarding, access It has modules for HR, PD, Finances, Food Services, and it has administration features made to help with calendars, checklists, onboarding, access controls, and surveillance systems. It also contains features for managing social media, presentations, and e-commerce.

The main idea for SIPEICEnet is to have a single system that manages all the data needs of the programs. It assists in sharing, and structuring security access to follow the policies and procedures of the organization that is implementing the solution.

All data is being shared through the Operating Manual which is a Google Sites, where we can plug following the security strategy all data needed. This allows stakeholders to view the information that they are allowed to see, and modify it if their position allows them to do it. In this way the data is always shared and editions are ready once they save it.

The Operating Manual is a concept I extracted from SIPEICEnet. This concept creates an assessment of the mission, vision, objectives of an organization and lists all the systems that are used to carry out their objectives. This assessment builds the framework to create a system that allows the interoperability of all the different structures in order to create efficiency and repositories that can be used for all the organizations to ensure its stability and continuity.

This methodology uses the main database of the organization to feed all the data needed into a web server that uses scripts to generate data to be pushed to all the systems of the organization. This allows for the creation of a repository that connects the devices, the main website, and the internal documentation manager, so they all have consistency in the data, and it is managed through a Gantt Chart that allows the organization to manage the duties using checklists and tutorials of all the procedures described by the policies of the organization.

With this strategy, all stakeholders are feeding the system and changing its procedures in a way that can be implemented and inherited by new groups of the same job assignments or preserved when new stakeholders replace staff members. This strategy has been implemented in Holbrook Schools District and Schools for Children Inc during the last five years.

Since this implementation, the IT Teams in both organizations has not increased in size but has better management since the system pushes the ownership of the procedures to the staff members, helping them to work in an organized manner.
